The E-Government Education and Training Center and the Data Processing Centre of the Ministry of Transport, Communications and High Technologies continue holding joint trainings with the view of increasing citizens’ skills in using electronic services, promoting electronic services among the population, as well as improving the level of knowledge on e-government .
The next training was dedicated to the topic “Submission of compulsory state social insurance reports”.
Addressing the event acting director of the E-Government Education and Training Center Rauf Jabbarov spoke about the role of e-services in everyday life. “To increase citizens’ skills in using electronic services is one of main priorities in order to achieve the expected results. With this in mind, the E-Government Education and Training Center holds periodic trainings on E-government, E-signature and in general, other services. The Centre informs citizens in advance about the forthcoming trainings in order to ensure the participation of all interested parties,” said Rauf Jabbarov.
Then, the employee of the Data Processing Centre Gunay Huseynova spoke about the electronic services provided to the population through the E-government portal and advantages of using the portal.
After that, the e-service “Submission of compulsory state social insurance reports” was demonstrated practically by Orkhan Salahov, the employee of the Ministry of Labor and Social Protection of Population. He provided detailed information about all the stages of the practical application of the e-service, including data collection, authorization and acceptance of reports. He also informed in detail about how to prepare, correct and cancel the report.
Note that according to the “Rules for submission of compulsory state social insurance reports”, insurers submit a quarterly report on compulsory state social insurance to the relevant authorities of the State Social Protection Fund. Since 1 April 2017, with the introduction of the personal accounting on the basis of single quarterly reporting subsystem, access to the e-service “Submission of compulsory state social insurance reports” has been carried out by using e-signature.
Then, the expert of the National Certification Services Center Ismayil Niftaliyev provided information on the advantages of e-signature and how to access to electronic services using e-signature , as well as answered the questions from participants.
For reference, citizens can obtain e-signature certificate in the form of e-signature card or e-signature token within 3 days by applying to the National Certification Services Center of the Data Processing Center or “Shebeke” (Network) Service Centre. E-signature certificates can also be ordered online on the website www.e-imza.az.
The use of e-signature certificates issued by National Certification Services Center is completely free of charge. After making one-time payment for obtaining e-signature certificate, the person can use it free of charge for up to 3 years. Note that the e-signature is a full-fledged signing tool, which meets international security standard FIPS 140-2. And above all, it is impossible to interfere with the operations implemented with the use of e-signature.
