A delegation of the Data Processing Center of the Ministry of Transport, Communications and High Technologies is on an official visit to Spain.
Work is underway by the Ministry of Transport, Communications and High Technologies to study international processes related to cross-border recognition of electronic signature and to establish international cooperation in this area in accordance with the Decree of the President of the Republic of Azerbaijan on “Additional measures to strengthen the position of the Republic of Azerbaijan as a Digital Trade Hub and expand foreign trade operations”.
As part of this work, meetings are held with representatives of several international ICT companies and experiences are exchanged in this area.
As one of the steps taken in this direction, a delegation from the Data Processing Center (DPC) visited Spain to get acquainted with the experience of advanced ICT companies. During the visit, a number of meetings were held with several Spanish companies specializing in e-government solutions and familiarized itself with the e-government reforms implemented in this country.
During business discussions, Jaime Sanchez Revenga, President of National Coinage and Stamp Factory – Royal Mint (FNMT-RCM) operating under the Spanish Ministry of Finance and Public Administration, expressed readiness for mutual recognition of the electronic signature with Azerbaijan, as well as to exchange of experience and resources for the improvement of electronic services.
Discussions were also held with Felipe Amores Molero, Director of Information Systems and Economic -Financial Department of FNMT-RCM. During discussions, DPC Director Elnar Asadov and Head of the National Certification Services Center Arif Mailov informed about the work done in Azerbaijan towards building of e-government and development trends.
It was noted that in the near future Azerbaijan and Spain will carry out joint activities to comply with the European Union’s eIDAS legislation and sign a memorandum for the mutual recognition of electronic signatures between the two countries.
Note that FNMT-RCM issues electronic signature certificates to government agencies, legal and physical persons, including citizens in Spain. The authentication of Spanish citizens’ e-identity cards and integration of electronic signatures are carried out through the certificates of the said authority. Currently, there are now 6.5 million valid electronic signature certificates issued by FNMT-RCM in the country. The certificates also contain electronic seal and electronic time stamp. To protect transactions from external interference, FNMT-RCM has spent time and workforce in this area for many years.
