Issuance of certificates (diplomas) confirming the seafarer's compliance with the requirements of the International Convention on Standards of Training, Certification and Watchkeeping (DSC-78) to crew members who are citizens of the Republic of Azerbaijan, working on the ships of the transport fleet of the Republic of Azerbaijan (except military ships) and on foreign commercial shipping ships
