In case of spillage of more than 2,000 (two thousand) tons of oil belonging to legal entities and natural persons, issuance of a "Certificate on financial security of civil liability for damage caused by oil pollution" to ships carrying cargo in accordance with the requirements of the 1992 International Convention "On financial security of civil liability for damage caused by oil pollution"
