Issuance of a minimum crew certificate for a vessel in accordance with the "Regulations on Minimum Crew Size for Voyages" and the requirements of Resolution No. A.890(21) of the International Maritime Organization dated November 25, 1999, to ensure the safe operation of vessels owned by legal entities and natural persons when they go on voyages, the protection of human life, the protection of the marine environment, and the availability of sufficient numbers and qualifications of specialists in the event of an accident
